Every terror attack teaches us the same lesson… to stay united. These even teaches our state/central system to be honest, more alert and active. But they never learn and innocent people lose their lives.
I salute the bravery of all the great brothers of my country.
Let us first understand the factors responsible for the growth of terrorism in any state/society:
Terrorism, mainly a destruction oriented effort derived from an impatient and distrustful psyche of an individual or group of individuals, is of various kinds mainly three - Individual, Religious and State Sponsored. But terrorism develops essentially in three stages that are-
1. BIRTH- Terrorism is seeded by corrupt, unfair and inadequate governance coupled with unjust patronship in social/economic polity. We should know that there is no significant factor alone like international terrorism like we always blame Pakistan for any terror act. Terrorism is mainly a local issue and it rests mainly on the regional/religious sentimental mishandling by insiders/outsiders.
2. GROWTH- It’s childhood is milked with misinterpretation of local factors and issues. Turning the mob rage into a coercive force and causing deliberate and calculated hurt to assumed opponent faction.
3.ADOLSCENCE- Various state and anti state factors play very important role here. An omnipresent/potent self centered and society degenerating system in all the foundations of our social/economic and law governing bodies with all dishonest and ulterior, unmindful motives and strategies start interacting with this enraged individual/mob to ultimately help it become a full grown young monster.
DEATH- Terror never reaches to maturity since either it is tackled maturely during it’s childhood and dies a natural death or crushed to death in it’s adolescence with a definite united and honest resolve and action involving all the populace of a country.
We should know through various examples that if allowed to grow after adolescence it captures the system and becomes the state itself.
WHAT TO DO- In Indian context we have probably only one option: A strong, detrimental and remedial action inside and outside the nation.
But since the action by elected representatives and governmental agencies have not been found sufficient we have to bring forward a national model where ground root involvement among the educated and right minded masses is absorbed.
IN THE FIRST STEP a people’s opinion vote should be conducted ASAP on a wide objective questionnaire offering at least 48 hrs for thinking than attempting. Distribution of questionnaire to all eligible should be ensured by available means like a postal dispatch to all (with PODs received to ensure the delivery) and free availability in print and electronic media. Attempt to questionnaire and Opinion should be made mandatory for all who are of voter’s age. The questionnaire should not hesitate to ask questions even if it is about attacking terror hideouts in Pakistan/Bangladesh/Nepal or any other terror abetting country. Enacting more prudent laws like local governance and leader recall and tougher laws for insider elements should also be asked specifically. The questionnaire should also invite voluntary enrollment of all those willing to form one common non political countrywide forum to bring the youth of India together and educate them about the sad after effects and evils of terrorism.
IN THE SECOND STEP a jury of educationists (with undisclosed identity and which should essentially be from any other district at least 100 km away) should screen and evaluate the questionnaire of each district. The best answers should be short listed and rated accordingly. The governing body of anti terror forum should be made by calling the highest rated answerers at district HQs. Honorary posts as per their ratings and willingness should be offered to them. A local to and fro fare should also be offered to accepting participants. This governing body should form local bodies up to village level with strictly clandestine identity of willing volunteers. These volunteers should be given a code and any communication with them should be avoided in public eye. These bodies can have their own e. mails and websites along with protected contact numbers. This forum should be facilitated financially to employ minimum ten permanent lawyers in each state to support its functional legal involvements. It should also have some delegated powers like pronouncing judgments (with majority only) like immediate arrests etc. on certain issues like anti-national activity and should have a supervisory authority over police and judiciary for a faster and efficient course of justice in all criminal activities relating to terrorism. It, I think, shall evolve a common understanding and functionality over terrorism and help to curb facilitation and idolization of anti-national activity. At the same time it shall effectively harass the always miscalculating politicians who are always busy generating or turning any issue to their personal benefit and do not hesitate to put all national interests aside for their petty gains.
Now there are cities like Ajamgarh, states like Kashmir, Assam, Andhra, Bihar, Jharkhand and where a large chunk of masses specially youth have been influenced by terror outfits like Islamic Saparatists, Ulfa, Naxalites etc. and which have a virtually parallel local governance to rule people either by force or by common sentiment. Since this model of local governance may not work there, I have different thoughts for them like-
We can organize a massive interstate exchange program in these states and find many well educated and willing volunteers among the masses across the India who shall go, stay in these states with local representatives of this forum and find out what the best can be done to eradicate the separatist and anti national sentiments. This will sure promote the nationality and oneness among the other masses of that area and example can be carried forward to further willingness.
Finally- Terror is a menace to all except those few who are benefited by it. But it can never be eradicated unless a concrete solidarity is evolved with a strong national character. We have to fight not only terrorism but also a corrupt and insufficient system which generates and perpetuates terrorism among masses.
